A dialogue session on issuing national identity cards to returning families and strengthening civil identity.

As part of the “Bridges of Hope” project in Salah al-Din Governorate – Tikrit, on 16/11/2025,
Shams Al-Insaniya Organization, in cooperation with the Committee for Combating Violent Extremism and with support from the German Cooperation, held a dialogue session titled “Issuing the Unified ID for Returning Families and Strengthening Civil Identity.”
The session focused on raising awareness of the official procedures related to issuing the national ID, with the attendance of:
• Mr. Amer Hamed Abdul – Director of Media and Public Relations, Civil Status Department of Salah al-Din
• Mr. Omar Akram Kurdi – Director of Passports, Salah al-Din
• Mr. Mohammed Ali Saleh – Director of Information Technology at the National ID Directorate of Salah al-Din

The session opened with a presentation delivered by a representative of the Civil Status Directorate on the mechanism of issuing the national ID. The presentation included a clear explanation of the official procedures and required documents, helping attendees gain an accurate understanding of the legal steps.

This was followed by a Q&A segment facilitated by the session coordinator, dedicated to clarifying the main challenges citizens face during the ID issuance process, and providing guidance on how to address these challenges in a smooth and direct manner.

A representative of SHAO Organization delivered an intervention highlighting the role of civil society organizations in providing support, accompanied by a map of available services that citizens can benefit from.

In the interactive work segment, participants worked in groups to identify the key obstacles faced by communities in obtaining the national ID and to propose practical solutions to address them, contributing to a clearer understanding of the real needs on the ground.
